Andrew Puopolo is the Founder and President of Capital Concrete. He began his career the hard way—on construction sites, setting forms, driving trucks, and pouring concrete alongside the crew. From demanding commercial environments to detailed residential work, Andrew built his foundation in the field, gaining hands-on experience across a wide range of project types, scopes, and conditions. That time in the trenches shaped more than his technical skill—it gave him a deep respect for the craft, the people who perform it, and the relationships that drive success in construction.

In 2016, with determination, grit, and a clear vision for raising the standard of service in the industry, Andrew founded Capital Concrete. Through relentless work ethic and commitment to doing things the right way, he has grown the company into one of the region’s most respected contractors—known for quality workmanship, reliability, and trust.

At the core of Andrew’s leadership is a belief in teamwork, accountability, and open communication. He is committed to building an environment where people take pride in their work and genuinely enjoy being part of the team. Cassondra Puopolo,  Partner

Cassondra Puopolo is Partner at Capital Concrete, where she has played a pivotal role in supporting the company’s business and administrative operations. Her steady leadership and tireless work ethic have helped guide the company through periods of rapid growth and operational expansion.

Since stepping into her role as partner, Cassondra has become a trusted force behind the scenes—streamlining internal systems, ensuring financial accountability, and reinforcing the company’s commitment to professionalism and performance. Her attention to detail and ability to manage complex administrative demands have been essential to Capital Concrete’s continued success.

A graduate of Quinnipiac University, Cassondra earned her degree with high honors in 2015. She brings both academic discipline and real-world business acumen to her role, helping to shape a company culture rooted in integrity, organization, and long-term vision.

Corey Spencer, Controller

Corey Spencer serves as the Controller at Capital Concrete and has been a foundational part of the company's growth and success over the years. With a strong background in finance, and a deep understanding of data capture and analysis, Corey plays a critical role in driving the company’s mission forward and helping to turn long-term vision into reality.

Corey’s loyalty and dedication have established him as one of the pillars of the company—ensuring the integrity of financial systems, supporting strategic planning, and enabling Capital Concrete to scale responsibly. His leadership has been central to implementing effective financial controls, driving data-informed decisions, and supporting nearly every facet of the company’s day-to-day operations.

Corey holds a Bachelor of Arts in Economics with a minor in Accounting from Worcester State University.

Michael Taylor,  Vp Operations

Michael Taylor serves as the Vice President of Operations at Capital Concrete, where he leads the company’s construction operations, project execution, and day-to-day construction management. A hands-on leader with a strong command of the work, Mike is known for his ability to take on any challenge and see it through—no matter how complex or demanding.

Since joining Capital Concrete, Mike has made a significant and lasting contribution to the company’s success. His impact is felt across every department—from effectively managing demanding schedules and solving jobsite problems in real time, to enforcing high standards and pushing projects over the finish line. His loyalty and dedication are second to none, and he is widely regarded as one of the company’s most trusted and respected team members.

Derek Campbell, Field Operations

Derek Campbell serves as the Field Operations Manager at Capital Concrete and has been a key pillar of the company since joining in 2017. With deep expertise in nearly every type of concrete construction and a well-earned reputation for competency, reliability, and adaptability, Derek has played an instrumental role in shaping the company’s operational strength over the years.

Derek’s all-around proficiency—from layout and formwork to crew leadership and problem-solving—makes him a go-to resource across job sites. But what truly sets him apart is his mindset: a constant willingness to try new methods, adopt better practices, and push the standard of excellence forward. His drive to learn, improve, and lead by example has earned him the respect of both field crews and management alike.

As Field Operations Manager, Derek continues to bring consistency, skill, and innovation to the job every single day. His contributions remain critical to Capital Concrete’s continued growth, quality standards, and reputation for delivering dependable results.

Paul Cignarella, Lead Estimator

Paul is a seasoned construction professional with over 15 years of hands-on experience, having worked his way up from laborer to foreman. Originally pursuing a background in psychology, he quickly discovered a natural talent for project pricing, planning, and management—skills that have become the cornerstone of his career in construction.

Throughout his journey, Paul has overseen hundreds of projects from start to finish, bringing with him a deep understanding of commercial concrete carpentry and field operations. His unique blend of practical, on-the-ground experience and sharp estimating insight allows him to consistently deliver accurate, value-engineered solutions tailored to each client’s needs.
